The public and accredited representatives of the media shall be admitted by the Governors to a limit determined by the Chair, but may be excluded if an item under discussion is of a confidential nature, or if their behaviour is disrupting the peaceful progress of the meeting. Members of the public and press attend as observers. Only in exceptional circumstances, and following the consent of the Governing Body, will observers be allowed to either address, or place a question to Governors.
